When this doesn't refuse the way you'd expect

An absence of data is itself an answer here, not a gap. When every page checked has zero real-user (CrUX) field data at all, that isn't read as "we couldn't check": the rule is that a lab-only failure with nothing behind it in the field is not worth a sprint, so no field data confirms there's no sprint — rather than leaving the question open.
